Yes, I had tried a new way of suspending them temporarily, which I thought would let me leave admins on that board yet prevent them from 'unsuspending' it themselves.
Turns out, they worked their way around this and never contacted me to clear things up.

So, they are now indefinitely suspended and have lost all admin privileges (although I forgot to check privileges override settings...)
