It is free, and free, just like phpBB is. I do not know, yet, what is going to happen to existing boards. Obviously, they will be able to continue unchanged if they wish to. I am not sure whether there will be an option to move to the new program. What I know is that a conversion tool will exist for full-fledged IPB installs, though.
